Insho Domoto was a Japanese-style painter active in Kyoto from the Taisho era to the Showa era. The museum was founded by Domoto himself and opened in October 1966. In 1991, the building and work were donated to Kyoto Prefecture, and in 1992, the following year, the museum opened as the Insho-Domoto Museum of Fine Arts, which it remains to this day. The museum, from the exterior to the interior, was designed by Domoto himself. In building the museum, Domoto said that he pursued his own aesthetic possibilities by referring to the palaces and residences he had visited in Europe in 1952.

The many sketches of walls and interior decorations made during the construction of the museum reveal Impression's energetic desire to create his own unique museum space.

The decorative forms seen in these sketches remain in the museum to this day.
